Public Perplexed by “Transformative Climate Communities Project Labor Agreement" on Fresno City Council Meeting Agenda

Dear Fresno City Council:
The public is perplexed. There is a “Transformative Climate Communities Project Labor Agreement" on the December 15, 2016 council meeting agenda.
It popped up out of nowhere without a staff report to explain it. Neither the people of Fresno nor the people of California know why this is happening.
I plan to make a comprehensive chart using this Project Labor Agreement to show how laws are made in California. For example, see the chart I made for the Project Labor Agreement that the State Building and Construction Trades Council of California and a state legislator forced upon the Monterey County Board of Supervisors. Below is the public records request I emailed on Monday to the Fresno Mayor and Fresno City Attorney. Perhaps YOU have some key documents that would explain to the public the relationship between the $70 million in state funds and the demands of lobbyists in Sacramento to give a contract monopoly to unions through a Project Labor Agreement. Dear Mayor Swearengin:
This is a request under the California Public Records Act, Government Code Sections 6250-6270. The purpose of this request is to obtain public records that reveal information currently unknown to the People of Fresno and the People of California about how and why unexplained public business is being conducted at the Fresno City Council.
There are three objectives to this request:
(1) Create a list of the parties who originated, discussed, and negotiated the public policy now identified on the December 15, 2016 Fresno City Council agenda as the “Transformative Climate Communities Project Labor Agreement.”
(2) Determine the motives for originating, discussing, and negotiating the public policy now identified on the December 15, 2016 Fresno City Council agenda as the “Transformative Climate Communities Project Labor Agreement.”
(3) Outline the discussions and negotiations that resulted in the public policy now identified on the December 15, 2016 Fresno City Council agenda as the “Transformative Climate Communities Project Labor Agreement.”
Please provide the following:
- All records produced or obtained on or between January 1, 2016 and December 12, 2016 that refer to what is now identified on the December 15, 2016 Fresno City Council agenda as the “Transformative Climate Communities Project Labor Agreement.
- All records produced or obtained on or between January 1, 2016 and December 12, 2016 that refer to the discussions and negotiations involved in the development of the “Transformative Climate Communities Project Labor Agreement.” This would include calendar records indicating the meetings to negotiate terms and conditions of the agreement.
- All records produced or obtained on or between January 1, 2016 and December 12, 2016 that refer to the State Building and Construction Trades Council of California and/or its representatives regarding state funding for projects now proposed to include the “Transformative Climate Communities Project Labor Agreement” in their construction contract bid specifications.
- All records produced or obtained on or between January 1, 2016 and December 12, 2016 that refer to California Governor Edmund G. Brown Jr. and/or his gubernatorial administration regarding state funding for projects now proposed to include the “Transformative Climate Communities Project Labor Agreement” in their construction contract bid specifications.
- All records produced or obtained on or between January 1, 2016 and December 12, 2016 that refer to California State Assemblymember Joaquin Arambula and/or his staff regarding state funding for projects now proposed to include the “Transformative Climate Communities Project Labor Agreement” in their construction contract bid specifications.
Records would include emails, memoranda, letters, reports, faxes, calendar records, and handwritten notes to, from, or between Mayor of Fresno and/or her staff.
